PRESENT at this meeting was Philip Kahal, Coordinator of the Community Services Boards for the Department of Mental Hygiene and Hospitals. Kahal told the Board that it was now officially recognized and registered as a functioning board.
He pointed the Board in the direction it must take to organize itself for the job it must do as the arm of the local governments which is responsible for all mental health and mental retardation services in the communities.
