A COSTLY item will be involved with the state’s effort to “get the number of people in state institutions reduced,” Mrs. Massie related.

“It is estimated that onethird of the people in instituions do not belong there, and the state wants to put in some half-way homes, so people won’t be thrust back into the community all at once.”

These “half-way homes” could also be used to house people before they are assigned to institutions, she said, and the cost of each home, will be $30,000. She didn’t say whether this was the capital cost, or operating cost, or what.

“Then we will also be called on to help pay for support teams, out-patient care, foster homes, and other programs,” Mrs. Massie said. “They’ve got some pretty fancy figures. I want you to be aware of what they’re thinking.”

For instance, Mrs. Massie said Rappahannock’s share for one of the support teams would come to $420 per quarter.

“I AM just reporting to you what they are planning,” Mrs. Massie went on. “I think it should be studied. There is a need, but ... there is also a need for more time to study and I think you need somebody with more expertise to represent the county — someone from public health or welfare.”
