IT WAS, THEREFORE, gratifying to see the Planning District’s commissioners, at their last meeting, resist bureaucratic suggestions that the bureaucracy already created be enlarged again. There was a strong message flashed from the members of the commission that they feel enough is enough where the process of constantly adding persons to the payroll is concerned, and that it doesn’t make all that much difference that the payroll might be met—temporarily, atleast—by grants. These “temporary” positions can be especially tricky, as can “temporary” or “pilot” programs of one sort or another. Once the man is put on the payroll, the pressure to keep him there starts mounting immediately; and once a “pilot” program is inaugurated, the pressures to make the programs permanent, with or without “grant” funds, can create sticky political problems. Rappahannock’s representatives on the planning district commission were among the most forceful advocates of keeping the district’s bureaucracy at a minimum, level. Let us hope they continue to enjoy support from their colleagues.□
