Richard McNear explained that a final study would be needed, if the region were to ever be qualified to received federal grants through HUD, adding the comment: “In principle, it’s a good job, but I have a little problem concerning some of the specifics —perhaps more a question of semantics than anything else. There are also some things that shouldn’t be in it at all.” One thing that should be deleted, he thought, was a phrase stating that uniformity of zoning and subdivision controls should be sought throughout the entire region.
McNear added: “I also thought the report is a little overly harsh on the impact of land use planning controls on the cost of housing, and of how this had made less land available for housing.
