Luke mentioned a rural transportation study already underway, and noted “that that’s a consultant study, just as big as the devil.” A1 Williams agreed, adding that the arrangement had also resulted in “some disappointments; I have some gripes about that I don’t think I’d have if the man were on your staff.”
Richard McNear finally suggested that any action be delayed, so that Warren could ascertain—as a first step—whether the “consultant alternate” was even open.
