Luke was unconvinced, and he didn’t share Byrd’s horror that a ‘‘state planner” might step in to conduct the study if the Planning District didn’t hire its own man. ‘‘What’s wrong with that?” asked Pete Luke.
Warren tried to smooth things over. ‘‘A planner is only a consultant if he only stays a year,” he said, and wondered if hiring a consultant was an ‘‘allowable alternative” for receiving the planning grant fund’s.
