KEEP Virginia Beautiful, Inc., the statewide organization for litter prevention, has released “An Appraisal of the Litter Problem in Rural Virginia.” The purpose of the survey was to determine the (1) cost to taxpayers of litter pickup and disposal, (2) effect of trash on the tourist trade, (3) hazards to health, safety and recreation, (4) extent of litter as a factor in air and water pollution, and (5) methods to prevent or eliminate littering.
The 20-page, illustrated report, which was financed through a grant from the Virginia Agricultural Foundation, utilized three methods of gathering information: on-site observations; interviews with city, county and state officials, as well as private citizens, and questionnaires to every county and city in Virginia. Three major types of litter were revealed:
• “Abandoned junk automobiles and household appliances.
• “Discarded trash along roadways and wooded areas.
• “Burned and dilapidated buildings, including an amazing number of vacant service stations that are developing into major sources of ugliness”.
“LITTERING in this country has been described as a national disgrace,” says Giles H. Miller, Jr., president of KVB, in the foreword. “Litter is ugly, it lowers property values, drives away business, retards industrial development, and hurts the tourist trade, now a billion dollar business in the Old Dominion.
