hazards. “The total cost of de-littering public and private property in the United States is estimated at more than a billion dollars a year. Virginia’s share of this senseless waste is close to $25 million annually! This sum would build a lot of hospitals, highways and schoolhouses.’’
The report deals forthrightly with each litter problem and outlines procedures to cope with it. “Citizen involvement” is emphasized as the key to the total solid waste problem, including littering, and stressed are the programs of “education and action” of Keep Virginia Beautiful as being of paramount importance. These programs accenting “Education, Equipment and Enforcement,” the report concludes, “have fostered clean-up campaigns and beautification projects in nearly every city, county and community of the Commonwealth, and brought Virginia three First Place National Awards from Keep America Beautiful, including the ‘President’s Society Award’ in 1973, the highest environmental honor in America. Anyone who travels across Virginia cannot help but be impressed with the winning battle being waged by the citizens of this state against littering. But much more remains to be done, especially in rural Virginia.
