Fredericksburg, and the 35 miles of the Rapidan from the community of Rapidan in Madison County to its confluence with the Rappahannock. The five county governments felt that they would have more control over the possible scenic rivers if the state conducted the study.
However, chances for a scenic river study of Thornton River in Rappahannock and Culpeper counties, and Goose Creek in Fauquier and Loudoun counties, now seem slim. State Commission of Outdoor Recreation staff members have said that the estimated oneyear study of the Rappahannock and Rapidan will involve all of its staff. The four counties might have to ask the federal government to conduct the scenic river studies of those two streams or wait until the state is finished
