1. A minibike is a motorcycle that must be licensed if it is to be used on public streets or highways.

2. If it is to be licensed, there must be liability insurance on the bike, or the $100 uninsured motor vehicle fee must be paid.

3. The operator must possess a valid Virginia driver’s license with a Class “C” endorsement.

4. The minibike must be able to pass the Virginia State Inspection, requiring lights, rear-view mirror, horn, and brakes for both wheels.

5. The operator must wear a helmet and have the proper eye protection. This may be a face shield, goggles, or a wind screen attached to the minibike.

Hill noted that if the minibike is to be used solely as a trail bike or on private property, no licenses are required. It is strongly recommended that off-street operation be under parental guidance. □
