SUPERVISOR Herbert Foster summed up the situation perfectly when he urged fellow members of the Rappahannock Board to respond to the move initiated by Loudoun County, seeking to have the Governor recall the General Assembly to “do something” about soaring utility costs in Virginia. “It would put Vepco on notice,” said Mr. Foster. “It’s the only way we have to express our dissatisfaction.”
Well put, and the case for recalling the legislature goes even further. The State Corporation Commission, which is supposed to regulate such utility giants as Vepco, follows rules and regulations set for it by the state legislature. If enough people can convince enough legislators that some new arrangements are needed in the way Vepco and other utilities in Virginia do business, then “something” indeed can be done about what has become an intolerable situation.
