JACOBSEN noted that many of the counties adjoining the park, like Rappahannock, do not have public park space and thus depend on the National Park for recreational opportunities. Eventually, the wilderness designation may mean that local people will have to give up some of their privileges they’ve become accustomed to for the national interest. After all, he said, the Shenandoah National Park is federally owned and people from 200 miles away have as much right to use it as people from Rappahannock.
