“Maybe it would be wise to wait until the next session of the General Assembly in January of 1976,” suggested George Davis.

“By that time, the rates would be up by half again,” said Foster, who made a motion that Rappahannock join Loudoun’s initiative. Supervisor J. R. Latham agreed that such a resolution would represent “a form of protest,” and so did Clarence Baldwin. The vote of approval was unanimous.
