“Congress intended for people to go into Wilderness areas. People and horses cannot be kept out of the Park for Wilderness reasons,” Wright said. Management decisions for the wilderness area must be based on resource issues, not social issues, Wright said. The Park Service can only limit the number of people using the wilderness areas if the wilderness itself shows signs of overuse, not because they want to provide solitude or a “wilderness experience.”
Wright said that Park administrators have a number of problems resulting from overuse, but these problems are overall park problems that can occur in wilderness or non-wilderness areas.□
