At the risk of being labeled a pedagogue,I must reply to your editorial in the April 10, 1975 issue of the Rappahannock News.
Some of your remarks were very misleading and indicated either an ignorance of school budgeting and school operations or just an attempt to hamper public education in Rappahannock County.
One of your arguments for reducing the School Board’s request was that the Board sometimes returned money to the county general fund at the end of the fiscal year. This act showed that there was “fat” in the budget.
Another interpretation might indicate good management on the part of the school administration resulting in savings that are returned to the County. More realistically speaking, the money for the schools is appropriated by the Supervisors according to broad categories. Sometimes, since a budget is just an estimate of expenses, a category is underfinanced and the School Board has to ask the Supervisors for more money for that area.
