L.M. Carter, president of the Rappahannock Education Association, said that “teachers understand that some of them will get less for next year, but those who will receive a decrease voted for this proposal too.” Richard Helmer said the pay scale proposed by the Rappahannock Education Association is “something the teachers have wanted for a long time.”
SUPERINTENDENT of Schools O.A. Norton said that Rappahannock offers a higher base salary than most of the surrounding counties but that “we are less at the top than all of them.” Norton told the teachers their proposal*‘would not correct the inequity between Rappahannock and the surrounding counties.”
School board member Beverly Massie said that the Supervisors get upset “when the percentage doesn’t work out to be the same for all.”
Richard Helmer said the teachers didn’t like the percentage method. “The percentage stays the same but the amount fluctuates,” he said. School board chairman Irvin Kilby said, “I feel we shouldn’t change the setup we already made. The budget has been distributed. I think changes now would be not so good.”
Mary Kay Moose said again that the Supervisors would be looking at the same total cost. She didn’t think they would care, as long as it didn’t cost any more and the teachers wanted it.
O.A. Norton and Irvin Kilby said they were opposed to the change. ‘“If we change horses in midstream it might jeopardize our chances for getting the budget passed,” Norton said.
“We should go through with it this year as it is,” Kilby said. “We shouldn’t tamper with it.”
