AMERICANS are a charitable' people; it’s a characteristic that has astounded the world on more than one occasion, involving ' even extending a helping hand to defeated enemies. The response of Americans to charitable requests has funded vast human aid undertakings, and continues to finance research and study into ways of reducing human suffering.
So, when Americans also grumble about “welfare,” it’s not because they feel that many who do not qualify are taking unfair advantage of the natural charitable instincts of the American people.
“Operation Outreach,” an undertaking of nationwide “welfare” agents to seek out additional persons who might be qualified to receive Food Stamps, provides an interesting example of the attitude of many Americans toward such programs. The Food Stamp operation has been one of the most effective public assistance programs yet tried, even though there were some compelling arguments in favor of the surplus commodity program it supplanted.
