AND when welfare agents start going out and trying to find additional clients—not merely deal with the problems they have, which are surely formidable enough—but actually go out and try to drum up additional business, then no wonder a lot of American citizens are dismayed.
Such an effort might be more acceptible if it were coupled with strong and clear evidence that the same welfare agents were doing everything within their power to make absolutely certain that welfare aid is goto the needy, and not to shiftless chiselers.” Then the “outreach” effort might be more understable.□
