affiliated ban, savings and loan institution, or credit union (FDIC, FRS, FSLIC, FHA, VA, etc.). Also, disaster relief will be denied to persons in these areas who have not obtained the insurance. HUD is under a mandate to define all flood hazard areas in the country by the year 1975.
To qualify for the emergency phase of the insurance program, each county and incorporated town or city must apply separately. Each community must adopt two resolutions which require minimal flood-proofing and anchoring of new construction in flood hazard areas. Existing structures in these areas are not affected. Once a community’s governing body has passed the resolutions and has provided the Federal Insurance Administrator with administrative data, the community becomes eligible for the sale of flood insurance from their local insurance agents. Rappahannock has taken three steps. The premiums are minimal, due to 90 percent federal subsidization.
