THR General Assembly has begun to vote on a large number of bills which ar e being reported to the floor of the House and Senate by the various committees. Also, a large number of bills are still in committee, particularly much of the major legislation which may or may not be acted on favorably by the committees or may be considerably amended during the course of passage through both houses.
I have introduced a bill to provide that in the future persons sentenced to the penitentiary for certain crimes of violence - kidnapping, murder, voluntary manslaughter, arson, rape and robbery shall not be eligible for parole until one-half of the sentence has been served. This would be a change from the present law which provides for parole eligibility on all penitentiary sentences after serving one-fourth of the sentence. I believe that this change would be some’ deterrent and appropriate in cases of these serious crimes of violence.
