the violent crimes which menace so many of our citizens and the legislature must exert every effort, within the term of Federal court decisions which are binding upon the states, to provide for prompt and effective trials in criminal cases. I am concerned that a number of the anticrime proposals for tougher criminal penalties will not be passed by the General Assembly. Inevitably, there is considerable disagreement as to what laws should be passed with respect to trial procedures and criminal penalties, but I think more stringent laws can be passed without jeopardizing^ the rights of defendants in criminal trials.
STATE law now requires voting machines in all precincts throughout the state by October 1. 1976. In past sessions, I have suggested amendments to the law to exempt the smaller voting precincts from this requirement. This year I have introduced a bill which would exempt precincts with less than 750 registered voters. The expense of obtaining voting machines is frequently not justifiable for small precincts and I believe that the localities should have the option of whether or not to provide voting machines at these precincts.
