procedure that is adopted will have its disadvantages. To change the present law would require numerous changes in many sections of the election law code relating to special, primary and general elections. The study could be complete by the 1977 session.
The question of providing additional capital outlay for state colleges, universities, prisons and hospitals and proposed taxes on beer, dividends and coal to finance these outlays is still to be determined and these considerations may not be resolved until the final weeks of the session.
