A COMMUNITY ENTERS THE REGULAR phase of the program after a flood insurance rate study has been carried out by HUD, at which time the coverage limits are all doubled. This usually takes two or three years to complete from the time a community qualifies for the emergency program. When a community enters the regular phase, new residences are required to be constructed so that their first-floor level is above the 100-year flood limits. Industries may still locate in the floodplain, as long as they are flood- proofed up to the 100 year limit. These land use requirements are already required under the existing Virginia Uniform Statewide Building Code. Thus, a community does not incur additional restrictions on construction in floodplains by entering the program. Robinson aide to visit county Rep. J. Kenneth Robinson will, send his assistant, Mrs. Betty Burkholder, to Rappahannock and Warren Counties on Wednesday, February 18, to meet with area constituents who have problems or matters upon which they wish to comment.
