IN PRACTICE, it hasn’t worked out quite as well as the reformers hoped. In fact, it appears that there was a great deal of native wisdom involved in providing for somewhat disproportionate representation of rural areas— a fact of life which at one time inspired expressions of horror and outrage among those who were so jealous of the hope and promise of democracy in America.
But it turns out that there is a great deal to be said for “community of interest,’’ and whpn governmental representation was rearranged to ignore this fact—in favor of as near perfect population representation as was statistically possible—something vital was taken out of the representative form of government. Areas should be as well represented as individuals, in many instances, for it is the character of neighborhoods and communities of interest that help shape the political, moral and economic outlook of individuals.
RAPPAHANNOCK, as a rural county with sparse population, has found itself being dictated to with increasing indifference on the part of regional, state and federal authorities. “One man, one vote” has meant a virtual disenfranchisement to people living in rural areas such as ours. If the cause of true democracy is to be served, this is one Supreme Court doctrine which begs for reconsideration.
