By unanimous vote at Monday’s July meeting, the Rappahannock supervisors named Beverly Massie and Nancy Reeve to the school board in the first vacancies Filled since the June 17 referendunK^transferred power of appoihtment from the school electoral trustees.
Mrs. Massie, the incumbent chairman from Jackson District, and Mrs. Reeve, named from Piedmont District to replace Allen Stokes, were first appointed in May by the electoral trustees to fill terms which expired June 30. Law requires, however, that any vacancies occurring after the passage of the referendum be filled by the supervisors.
“I’m in a little bit of a quandary on how to proceed,” stated chairman E. P. Luke in considering the appointments. Noting that the trustees had selected the two women to fill the positions from Jackson and Piedmont Districts when the seats became vacant, he maintained that the supervisors should act to reconfirm the appointments.
At the time the three trustees voted on Massie and Reeve, the electoral body was a “valid board,” Luke said, noting that the trustees had observed all due process requirements in filling the vacancies.
