But progress toward a permanent solution to the town’s waste disposal dilemma ground to an abrupt halt last week as the Department of Housing and Urban Development (HUD) cancelled the $198,000 grant awarded in 1976.
Then on Monday, Biddle received a letter from the State Water Control Board, reporting that a $690,000 grant from the Environmental Protection Agency had been deferred indefinitely aiong with funds for 30 other Virginia sewer projects. “Defer—that’s a polite word for cancel,” the former WSA chairman added.
$1 Million Short
Plans for the sewer system were sent back to the drawing board last summer after construction budget estimates climbed to $2.3 million, a 270 percent increase over the $850,000 projected for the same design three years earlier.
