According to the former WSA chairman, he and authority member I. L. Parrish with representatives from the SWCB, project engineers and the health department’s engineering division to consider the modified plans.
“The health department said, ‘Oh no, we can’t approve that because Sperryville is in a flood plain,’ ” Biddle reported. “But Sperryville’s always been in a flood plain, whether we use six inch pipe or four inch pipe!’’ he noted.
In response to the rejection of the modified sewage treatment facility, Biddle said, he attempted to set up a second conference with health department and SWCB officials to discuss possible waivers of some design requirements in order to come up with something that the residents of Sperryville could afford.“We wanted to talk to chiefs, not Indians,” Biddle said.
