In the meantime, Biddle continued, the WSA received word that the HUD grant had been cancelled. “It was 1976 money and HUD had been instructed to cancel all grants that weren’t ready to go,” Biddle said.
He pointed out that the WSA was in no position to disperse grant funds without an approved design for the sewage treatment facility. He emphasized that withdrawal of federal funds had nothing to do with the type of sewage treatment facility proposed for the town. “We just didn’t spend the money fast enough.”
On Monday, the question of an affordable design became moot after EPA pulled out funds awarded for construction of the facility, Biddle said. “So now we’re back to square one.”
