The traditional response to burgeoning growth, downzoning to a lesser density, is not popular because it devalues the downzoned property.

Those problems require more sophis; ticated growth management tools, like TDRs. '

Although usually associated with tfie preservation of farmland and open space, Del. Byrne said that TDRs were first used about 25 years ago in New York City to save Grand Central Station-from demolition to make way for the new Pan Am building next door. By using the TDR concept, the Pan Am building gained additional floors, and the historic terminal was preserved.

“The tool can be used to presserve any kind of land use,” said Del. Byrne.

Del. Byrne said that people who feel the proponents of zoning controls are trying to stop growth don’t understand the situation. “Even if we wanted to, the economic pressures of growth are too great. You can’t pull up the drawbridge. Every locality that has tried that has failed.”

But, she added, “You can focus it, time it, and match infrastructure” to the development. That is the goal of land use planning, and TDRs are one of the tools in that planning process.
