Mr. Miller said that when he asked for an appraisal of the document for tax purposes, the appraiser noted that the papers might belong to the Board of Supervisors. He asked the supervisors for a “quit claim to protect me from any charge of possession of stolen property and to protect my tax donation to the historical society.”
He offered to let them look at the roster, which he said may have been developed as a result of an act of the General Assembly in 1898 that required each locality to compile such a listing. He suggested that the purpose of the law might have been to have a list of those eligible for pensions.
As the members looked over the listings, some of them searching for the names of ancestors they ex- , pected to find on the list, Mr. Miller noted that it is not a list of Confederate veterans from Rappahannock, but of those living in the county, at the time the list was made. \
the county owned the list, it could not simply give it away. She said that there were old documents she was n® longer obligated to keep, but if she didn’t want to keep them, she had to send them to the state library.
She said that often there was more than one copy made of such a document, and that it was possible she was already storing a copy of the roster.
