Mr. Dennis said in Loudoun County, “Easements are being written now with inheritance tax motiva-' tion.” Easements are being designed to reduce the land value enough so that inheritance taxes can be paid.

But Mr. Dennis insists that most donors give the easements to see that the land remains almost unchanged. “In Albemarle County between Charlottesville and Gordonsville there is a community movement to preserve the mountains,” he said.

He said in Rappahannock a strip of properties stretching nearly from Massie’s Comer to the Shenandoah Park boundary are under easement. “That encourages others to make gifts in the same region. Once you start getting easement 'parcels together, the next person isn’t taking much risk. It protects real estate value. Buyers like easement protection.”

The first person in an area to make an easement donation could be taking quite a risk, Mr. Dennis said. “If you put 50 acres under easement in Culpeper County, you would take the risk of encouraging your neighbors to subdivide to look at the view you’d preserved.”

But Mr. Dennis doesn’t see that kind of problem in Rappahannock County where less dense development is allowed. The Huntly resident added that he hopes that more of his neighbors will join him in putting their property under easement.
