Such frenetic activity against a backdrop of a full-blown budget crisis has frayed the nerves of legislators and tested their endurance. It has also, as usual, puzzled and sometimes angered members of the public who come to Richmond to see their legislature in operation and are dismayed at the chaotic scenes they encounter.
