Mr. Swindler said in order to pay for the contract with ESS the WSA would be pulling from longterm funds established to cover plant depreciation. He said such funds were in passbook accounts.
He said the WSA was not planning on an “immediate rate hike.” First, he said, the WSA needs to have time to establish a “working system, to get a handle on what our expenses will be.”
Mr. Swindler said the WSA is awaiting a ,formal report from the SWCB before taking final action on Mr. Falls’s employment.
