Mr. McCarthy noted that the Authority members are private citizens and not professionals in running sewer plants. “There is no way it is rewarding financially,” he said. “The county expects much of these people, and they responded in as responsible a manner as the county could hope for.”
Mr. Baumgardner said, “Sperryville is one of the lower income areas in this region. Imposing a fine, in effect paid by these ratepayers, would mean the SWCB is acting as Robin Hood in reverse.”
Ms. O’Connell said she would report the concerns of the WSA and county authorities to others in the SWCB „ enforcement division. She said she would send a list of actions the WSA should take to Mr. Baumgardner’s office.

With the exception of the conflict in former Yugoslavia, which has evolved into an international war, almost all of these conflagrations are civil wars,” Mr. Carter said.
“They are largely unrecognized in the industrial world, until the television cameras focus on a few starving children in Somalia, or a few years ago in Ethiopia,” Mr. Carter noted.
“The tragedy is that the United Nations — and other international organizations — are precluded by their charters from dealing with civil wars, except in very special mumstances,” he said.
Puring his keynote speech, the former president said that movements toward democracy, child immunization programs and an end to war are some of the factors that will help end the suffering in parts of Africa, but that the key to long term success is in helping African countries to be self sufficient and in promoting democratic government.
