Another problem was the loss of the town’s fire insurance rating because the system could not produce enough flow out of the hydrants at the right pressure to meet the requirements.

However, said Mr. Fisher, before the distribution system could be addressed, the town had to satisfy the Health Department’s regulations under the Safe Drinking Water Act, which required treatment for removing the iron manganese from the water and adjusting the pH factor.

“The iron'manganese is the element that leaves stains and gives the water a peculiar taste occasionally,” said Mr. Fisher. “We designed what is called a green sand filter, that, after the water runs through it, will remove the iron manganese.”

Mr. Fisher estimates the cost of the treatment center at around $25,000. In addition to this cost the Virginia Water Works regulations require that the system must have two sources and before the town could address the pressing problem of the distribution system, another well had to be developed. This past spring, the new well was dug next to the well that was developed in 1980.

“We did a draw down test on both wells at the same time and they could both draw 200 gallons a minute without pulling down the source,” explained Mr. Fisher. Even though the state would have preferred different aquifers for the two wells, the impressive test results proved that this particular aquifer was more than adequate.

According to Mr. Fisher, the well that was dug in 1980 cost around $5,000 and the one dug this year, approximately $10,000.
