Fairfax Sen. Joseph V. Gartlan, a senior Democrat in the Senate, said the state spent millions of dollars on the bay and other clean water projects before Gov. Allen took office.
"What's he think we've been doing since 1983?” Sen. Gartlan asked. "Throwing darts at the problem? This administration had to be mandated to come up with this policy.”
