"It's a repsonsibility-sharing agreement," said Chichester, who pulls the Senate’s purse strings with Sen. Stanley C. Walker, D-Norfolk. The 1996 session ended up being the longest in recent history becuase of the deadlocks concerning who was going to run the show. But legislators' say after taht experimental first year, this session should sail along much smoother.
The Senate's deadlock near the end of the 1996 session grew out of a debate about the number of senators who should serve on the joint conference committee with the House of Delegates — and who should choose them. Chichester eventually selected Goode to compromise with the lower house.
Chichester announced this week that Sen. William C. Wampler, RBristol, will fill Goode’s void on the join panel this session.
A special election likely will be scheduled for Jan. 7, the day before the 1997 General Assembly convenes, to fill the vacancy Reynolds left in the House of Delegates’ 10th District.
Democrats control 53 seats in the 100-member House.
