Resisting the opportunity to pro' vide some sort of token tax relief, the governor proposed keeping a surplus of about $20 million in the state's cof-. fers. Consensus among lawmakers, however, is that it won’t likely be there by the end of the session. Some even viewed it as an inducement to fiddle with the budget.
"That $20 million was probably an effort to allow the legislature to grapple with lag pay," Del. Cranwell said.
Gov. Allen's budget estimated an $18.2 million cost for the state to convert from semimonthly pay periods to biweekly paychecks for state employees, otherwise known as lag pay.
"Just as families all across Virginia do not spend every last penny they make each year, neither should their state government,” he said. "I believe we have met all of the essential needs and government responsibilities."
Democrats said the administration needs to be wary about tinkering with state employee paychecks.
