"The governor's got a good program for teaching first-graders how to read," Lt. Gov. Beyer said, "but it costs $6.7 million. That’s almost to the dollar what the governor sent away last year in Goals 2000 money."
Gov. Allen said he is not opposed to federal funds, but he doesn't want them if they are going to interfere with the quality of education by adjusting standards or otherwise. Also noticeably absent in the governor's budget proposals were any changes in the tax structure.
While several different tax plans are floating around the General Assembly members, Gov. Allen has promised to veto any measure that comes across his desk that calls for a tax hike of any sort.
