Phil Irwin said the actual distinction is between a home kitchen and a commercial kitchen. He said up to 12 meals can be served from a home kitchen, but for 13 or more a commercial kitchen is required. He said those are state health department rules, and the county could consider further regulation.
Chairman Mike Massie suggested perhaps the zoning ordinance needs another category in between bed and breakfasts and lodges or inns, but the planners took no action on the matter.
