Mr. Lynch said that the council was “under strict orders from the Code of Virginia” and could not release privileged information from closed session discussions.

Council member Claudia Mitchell added, “I can hear that there's a fear that something’s going on."

She explained that Mr. Lynch and council member Gene Leggett had been delegated to further investigate the opportunity for an alternative site brought up at the last meeting.

She said that they had not yet reported to the council on their findings and so the council did not know anything further and would not until Mr. Lynch and Mr. Leggett gave the report at the closed session.

She said, “There is no hidden agenda — nothing to talk about yet.”
