In his press conference a week earlier, however, President Eisenhower frankly stated that he could see no excuse for any racial discrimmination in any school which received federal funds for its support. To realize what this ultimately may mean to Virginia, it must be remembered that last year 25 counties in Virginia received nearly $3,000,000 under terms of Public Law 874 which provides federal funds for operating expenses of schools which are abnormally burdened because of defense establishments in their areas.
Participating in this program were the schools of Accomack, Arlington, Elizabeth City, Fairfax, King George James City, Norfolk, Nottoway, Prince George, Prince William, Princess Anne, Pulaski, Stafford, Warwick and York Counties and the cities of Alexandria, Falls Church, Fredericksburg, Hopewell, Norfolk, Portsmouth, Radford, South Norfolk, Virginia Beach and Williamsburg. The amount of aid ranged from 1.8 per cent of the total cost of operation for Williamsburg up to 21.5 percent for Portsmouth.
