FOREIGN TRADE PROGRAM WILL FACE CRUCIAL TEST
f Last week the President submitted to the Congress his recommendations for improving foreign trade. This message expanded on the general discussion of that subject in the President’s State of the Union message last January and dealt with some of the specific points covered by the recent report of the Randall Com— mission on Foreign Economic Policy., Discussing the dollar shortage which limits the amount of goods other nations are able to buy from us, the President said the United States should taper off our program of providing 'dollars throtfgh. economic grants but that we should help friendly nations to 'earn more dollars by providing technical assistance and by encouraging United States investments abroad.
I heartily agree with those principles and, as a matter of fact, before voting for the excise tax reduction bill_ which became law last ' week, I said I hoped we could help balance the budget by cutting from foreign aid appropriations an amount! equal to the loss of revenue from i the excise tax cut. ?
