In* 1937 all Republican Senators voted against renewing it and only three members of that party in the House voted ro it. Again in, 1940 the Republicans were , solid against it. •
In spite of the President’s position, influential Republican leaders in the House and Senate still are opposed to further tariff reductions or to ' continuing the Reciprocal Trade program except with such restrictive amendments tliat it will have little real meaning. It is evident, therefore,
