SecWHEREAS, the Board of Supervisors, at its meeting held on September 1, 1954, adopted a! resolution requesting all interested citizens of the county to appear before the Board at a meeting to be held on October 6, 1954 to ordinances regulating the sale of wine and beer in hannock County, pursuant tion 4-97 of the Code of Virginia, and directed that said resolution be published in the Rappahannock News in the issues of September 16, 23 and 30, and WHEREAS, pursuant to said resolution and advertisement, la large number of citizens appeared before the Board on October 6, 1954 and expressed opinions both for and against the ban on wine and beer in Rappah County between the ho twelve o’clock post merid each Saturday and six o’clo meridian of each Monday, after much discussion of this matter, the Chairman of the Board announced that the subject under discussion be continued, and that final disposition of the matter be made* at the next regular meeting to be held on November 3 1954, and WHEREAS, at the regulaif meeting of this Board on November 3, 1954, and after the subject matter herein had been further discussed,
