Colonel c. W. Woodson, Jr., Superintendent of State Police and Chairman of the Governor’s Highway Safety Com!| mittee, e x p r e s s e s concern over a disproportionately steady increase in pedestrian fatalities. There were 181 killed during 1966, an increase of 18 over 1965. During January, 1967, there were. 20 pedes trian deaths as against but nine for January,1966. Colonel Woodson stressed the fact that Virginia law (Code 46.1-231) gives the pedestrian the right of way as long as he is obeying laws directed towards him and requires that the motorists come to a full stop If necessary to give him the right of wav. “This means that a motorist rounding a corner must give way, even if he has the green light. Wholesale failure to do this appears to be causing pedestrians to cross at midblock or “against signals to avoid turning cars.* Colonel Woodson also noted that the fact a walker might be break ing a law does not justify his being run down. # “No matter who is right or
