agreements involving electric utilities. “While economies can be achieved through such pooling and interchange arrangements among several companies operating in relatively small areas,* he explained, “the HCAR companies believe that maximum bulk power supply reliability can only be effectively achieved among electric_systems within a major area of reasonable geographical boun daries.” He continued, “The companies in this agreement feel strongly that the best insurance against a widespread regional power failure lies in ECAR’s review of all major programs of construction of each of the group’s members prior to commitment. This is to make certain that the planning and operation of power plants and transmission lines are carried out in such a manner as to avoid creating conditions that, under adverse contingencies, might trigger such a power failure.* The intent of the agreement, Rice said, is not to assign to a central group the planning and operating functions of member companies, but to establish the mechanism for thorough analysis and simulated testing of the various systems' performance so that problems that might affect the entire area can be solved.

The agreement calls for direction of the group’s activities by a 16-man executive board, which will be assisted and advised by a coordination review committee. This, ine turn, will be assisted by ad-' visory panels of experts drawn from the member companies. An executive manager will have over-all supervision of day-to-day activities.
