“has had a policy for some years governing the issuance of permits for the movement of oversized vehicles on State highways, which policy was designed to protect the safety of the traveling public while permitting the greatest possible flexibility in the movement of such vehicles..' The Commission noted that at the request of the mobile home industry, it had reviewed the administration of this policy during the past winter and liberalized the rules and regulations.
