Delegate Tom Frost reported he was highly pleased that the House of Delegates voted almost 2 to 1 to include in the new constitution the Constitutional Committee’s recommendation for assessing agricultural land. Sixty-two members of the House of Delegates voted in favor of the amendment.
The Constitutional Committee recommendation is “The General Assembly may define and classify real estate devoted to agriculture, horticulture, forest or open space uses and provide for the assessment thereof for taxation on the basis of land use, may establish appropriate procedures for the determination of ranges of values applicable to such classification of real estate, may allow release from or deferral of portions of taxes otherwise payable on such real estate if it were not so classified, and may prescribe the limits and extent of such release from or deferral of taxes otherwise payable on such real estate.”
