Participation in the Agricultural Conservation Program is on a voluntary basis. Farmers may participate in ACP cost-sharing only if a request if filed before the work is begun on the practice. It the county committee agrees that the practice is needed and funds are available, the farmer’s request is approved. Cost-share payment is made only after the practice is completed in full accordance with published [specifications.
